Its a language, but not for programming. Its a language you use to tell the computer how to layout a page/document.

Back to your question, yes HTML is still worth learning in 2017, But your are not going anywhere with just HTML, you also need CSS and atleast Javascript to do anything with it. Then you would want to move on to database and backend, it’s a pretty long trip, its worth it but don’t expect 2-3 months of studying to be enough, ateast if you are aiming higher than making toy-documents.

I see you really tagged your questions as “Learning to program”. i hope you dont confuse programming with web development.

HTML,CSS and JavaScript are use to create website.

Other languages like C++, java, c#,phython, ruby etc are use to build desktop applications and others{some of these are sometimes used to build backends}
